Dr. Mahmoud Dashash is a healthcare planning and reform consultant with over 25 years of experience in healthcare management, health sector reform, digital health, and strategic health planning. He has held key leadership positions in the Syrian Ministry of health, including Director of Planning and International Relations, Director of Health Reform, Director of the Health Insurance Project, Head of the Health Investment Committee, and Director of the Follow-up Office with the Presidency Office.
He led Syria’s largest healthcare infrastructure project, overseeing the establishment of 25 hospitals funded by the European Union (EU). He has also spearheaded the development and implementation of 5-, 10-, and 20-year health strategies and financial system reforms, working with international organizations such as the EU, WHO, UNICEF, UNDP, World Bank, and JICA. His expertise spans the Middle East, Africa, Asia, and Europe, collaborating with governments in Kuwait, Saudi Arabia, Qatar, and Tunisia to drive health sector modernization, policy reforms, and financial sustainability strategies.
In 2023 and 2024, Dr. Dashash led the development of a comprehensive pain management plan for multiple centers in Saudi Arabia and the creation of healthcare standards for Centers of Excellence across Asia and the UAE. He was also a member of the Global Observatory for the Health Workforce, contributing to international policies and strategies for health workforce development and sustainability.
